TITLE 1/LAP* (formerly BEL)

READING CLUB”

The Issaquah School District’s Title 1/LAP (formerly BEL) Program’s mission is to provide intervention for students not meeting standard in reading who don’t qualify for other services. The program is meant to accelerate learning for these students, to bring them quickly to standard, and to exit the program if possible.

The Title 1/LAP goals are met through school-designed supplemental reading programs. At each school, in grades one through five, certificated teachers provide reading support in small groups during school. Students are never removed from the regular reading instruction in the classroom. They receive a “double dose” of reading instruction to accelerate their literacy development.

Student eligibility is based on many factors and students re-qualify each year. A “rank-ordered” list is compiled using scores from standardized tests (Stanford, WASL) and teacher recommendation. Kindergarten students are tested on sounds and letters during October. Students with an IEP containing reading goals are not eligible since they receive individualized instruction with the resource teacher. Also, English Language Learners (ELL) may participate if they have a composite score of 2 or above on the WLPT. All factors are mathematically combined to form a percentile number and listed from lowest to highest. Students are selected from the bottom (number) up and spaces are filled at each grade level. Parents are then contacted by phone call and/or letter for permission to participate in the program.

Students are formally assessed twice a year and progress reports are sent home as well. Students may enter/exit based on mid-year testing and teacher recommendation.

Using the adopted curriculum, Reading Explorers (Benchmark Education Company), for reading and writing, the teacher provides ongoing instruction to support accelerated learning in phonemic awareness, work attack skills, fluency, vocabulary, comprehension and written language.

The Title 1/LAP program at Cougar Ridge is called Reading Club” and will be taught by Barbara Leon and Trina Loehndorf (Kindergarten). Our classroom is located in Portable 1. The phone number is
